About the PBID
What is the PBID?

The Downtown Lancaster Property and Business Improvement District (PBID) is a benefit assessment district formed by local property owners. Its purpose is to fund improvements, maintenance, and activities that directly benefit parcels within the district. These programs create a cleaner, safer, and more vibrant environment that attracts visitors, supports businesses, and strengthens property values.
Where Does It Apply?

The PBID covers parcels in the heart of Downtown Lancaster, including properties along The BLVD from 10th Street West to Sierra Highway, and adjacent blocks as outlined in the official PBID map.
How Is It Funded?

The PBID is funded through annual assessments on commercial and apartment parcels, calculated by parcel size, building size, and location zone. Residential parcels with four units or less, government parcels, and certain easements are not assessed.
What Does the PBID Provide?
The PBID supplements city services by delivering programs designed specifically for Downtown Lancaster:

Clean & Safe – Sidewalk cleaning, graffiti removal, litter patrols, landscape maintenance, district ambassadors, and safety coordination with law enforcement.

Marketing & Promotions – Advertising, events, maps, signage, and campaigns that promote The BLVD as a destination for dining, shopping, culture, and entertainment.

Advocacy & Administration – Business attraction, tenant support, nonprofit operations, and coordination with developers and agencies.

Contingency/Reserve – A financial buffer to ensure stability and fund renewals
Governance

The BLVD Association serves as the Owners’ Association responsible for administering PBID funds. The Board of Directors, composed primarily of assessed property owners, ensures that services meet community needs. Meetings follow California’s Brown Act and Public Records Act for transparency.

When We Meet

BLVD Workshop meetings are held on the third Wednesday of each month at the Lancaster Police Department. Meetings are open to members and provide an opportunity for collaboration, updates, and problem-solving.

Clean & Safe | Focuses on cleanliness, safety, quality of life, and coordinated crime prevention for businesses and visitors through shared updates, safety tips, and law enforcement partnership.

MEFM (Maintenance, Events, Finance, Marketing) | Reviews budget, marketing campaigns, events, outreach efforts, and special projects to keep The BLVD active, welcoming, and running smoothly.
